Chief Navy Counselor Herman B. Fortner was awarded the Navy Achievement Medal during the first quarter of 1987 by Rear Adm. T. F. Rinard, deputy commander, Naval Reserve Force.
Fortner was cited for “professional achievement in the superior performance of his duties” as canvasser recruiter at Naval and Marine Corps Reserve Center, Columbia, from Oct. 1, 1984 to Sept. 30, 1986.
Fortner is an 18-year veteran assigned specifically to recruiting duty. He is a graduate of Blaney High School in Elgin.
He is married and lives in Lugoff.
Rinard said Fortner was “directly responsible for the command’s selection as the recruiting center of the year for fiscal year 1985.”
That same year, Fortner was selected as Readiness Command Region Seven Recruiter of the Year.
In fiscal year 1986, Fortner once again was the No. 1 recruiter in the readiness command, which spans three states and 10 reserve centers.
